BIMP-EAGA Implementation Blueprint 2012–2016

The blueprint has four strategic objectives:

  • Enhance connectivity,
  • Promote BIMP-EAGA as a regional food basket,
  • Promote community-based ecotourism, and
  • Ensure the environment is sustainably managed. 

Under the 4-year action plan, subregional projects must complement national development plans and objectives.  

Social and environmental impacts on the livelihoods of people in remote areas should be considered in formulating projects, consistent with the objective of narrowing the development gap between the rich and poor areas within member countries and between focus areas.

Projects should serve as catalysts for accelerating investments from the private sector. Private sector participation should be encouraged, with governments able to harness the private sector’s enormous potential to contribute to the development of the subregion. 

The countries also committed to be more results-focused in managing projects. The document set the framework for a more disciplined process of project planning, implementation, and monitoring. This is seen to improve project delivery and ensure greater accountability. 

The plan also realigned BIMP-EAGA’s structure according to the four strategic pillars and regrouped working groups and clusters for a more coordinated delivery of outputs and greater convergence.
