BIMP-EAGA Priority Infrastructure Projects

Priority infrastructure projects provide farmers and fisherfolk improved access to markets, deliver reliable energy to rural communities, catalyze trade in border areas, and boost tourist arrivals.

BIMP-EAGA has a rolling pipeline of priority infrastructure projects (PIPs) that is reviewed regularly. Monitoring and implementation of PIPs are carried out by the BIMP-EAGA Facilitation Center (BIMP-FC), national secretariats, and the clusters and working groups. The PIPs aim to mobilize financial and technical resources and encourage stakeholder support, especially at the subnational level.

As of April 2026, BIMP-EAGA’s project pipeline has grown more than fourfold to 265 from 57 in 2017 when BIMP-EAGA Vision 2025 was adopted. Valued at $174.6 billion, the projects aim to improve regional connectivity (e.g., transport, energy and power, information and communications, trade facilitation), which is a driver of economic and inclusive growth across the subregion.

Of the 265 PIPs, 94 (35%) were completed and 171 projects are in various stages of implementation. These projects include roads, railways and bridges, inland transport services, airports, seaports, power and energy infrastructure, ICT, trade facilitation (including CIQS, special economic zones, and industrial parks), and urban and border towns development.

BIMP-EAGA’s project portfolio is dominated by transport, with more than half (141 out of 265) of PIPs focused on transport infrastructure, indicating that it remains the critical driver for subregional cooperation. An efficient, secure, and integrated transport network is vital for optimizing subregional economic integration and economic corridor development. Moving forward, however, there is a need to strengthen support for other sectors to maximize the benefits of transport connectivity alongside related hard and soft infrastructure.

Under BIMP-EAGA Vision 2035, the subregion is enhancing the project management process to establish quality-at-entry for BIMP-EAGA projects. The project appraisal committee will conducted a periodic review of projects to ensure their adherence with the requirements of a subregional project as defined in the BIMP-EAGA Project Manual. Projects with well-defined concepts, implementation plans, sound results framework, approaches for collaboration with local government and other sectors, and strong alignment with BIMP-EAGA goals will be considered in the rolling pipeline of projects.
