Project Management Cycle under BIMP-EAGA Vision 2035
Under Vision 2035, the project management process seeks to ensure project quality at entry. Proposals should focus on projects rather than activities. Projects should meet any or a combination of criteria.
Criteria for Project Selection | |
| (i) Complement national and local plans | (vi) Active local government participation |
| (ii) Subregional (at least two member countries) | (vii) Linked with ASEAN |
| (iii) National (subregional impact/benefits) | (viii) Sustainability |
| (iv) Social, economic, and environmental impacts | (ix) Scalability |
| (v) Catalyze private sector investments | |
The newly established project appraisal committee (PAC) will conduct periodic reviews of projects to ensure strong alignment with BIMP-EAGA goals.
There are seven steps to follow in the project management cycle. The first step is to develop the project concept and identify the potential funding source. The second step is project appraisal, which will involve sector specialists from development partners, to review the project design, assess its potential contribution to BIMP-EAGA’s goals and objectives, and identify cross-sectoral areas for convergence. The third step is to revise the project concept based on the appraisal and recommendations. The fourth is adoption of the project concept upon endorsement of BIMP-EAGA senior officials, and the fifth step is the development of a full project proposal with committed financing. The sixth and seventh steps pertain to project implementation, monitoring, and evaluation. The BIMP Facilitation Centre (BIMP-FC) will support project implementation teams on monitoring and evaluation.
Projects funded by BIMPEAGA member countries or the private sector are exempt from submitting a project concept, PAC assessments, project approval procedures, and project submission target dates. However, project proponents are required to provide BIMP-EAGA clusters and the BIMP Facilitation Centre (BIMP-FC) with a project summary and regular updates on project outcomes and outputs.
